Rule 38
Investigating Officer or Investigating Officer who can manipulate
If any investigation officer or investigation officer is unable to complete the work assigned to him for any reason or if there is a reasonable reason that he is not suitable to have such work done by him, the head of the department may appoint or designate another investigation officer or investigation officer in his place.
